Born in Orléans, France ... it was certainly in Gaul, and in Roman Empire, and in Francia as a Merovingian Kingdom getting close to Carlovingian Kingship, but it is a moot point whether it was already France.
(French as a written language did not exist, the divisions of Charlemagne's Empire between his three sons was not made yet ... it is a bit like describing Pontius Pilate as a native Italian, Spaniard or Frenchman whichever he was ...)
As with Cologne "in Germany" and Liège no doubt "in Belgium" ....
